Cannot add to restricted sites

Windows 7 Home Premium, IE8, all fully updated.

I want to add some sites to my restricted sites list in IE8, but the "Add"
button is disabled. How do I enable it?

Assuming it is not a computer that belongs to your employer, school, or
library, try logging in as the Administrator first.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?
