proxy server profiles in group policy

is it possible to set a proxy server using group policy only when the user is
inside the office network but shut it off when they leave? I know you can do
this with the windows firewall (they allow a standard and a domain profile so
when the system starts inside the network, the firewall is shut down.)

Our users with laptops have to manually remove and add the proxy everytime
they leave and come back into the office.

There is a third-party tool which some use to assist with that...

NetSwitcher. I have never used it but it just happens to be the one I
found most often cited when this question first came up.
