downloading ie8

when i download IE8 i get this, the procedure entry point SHRegGetValuew
could not be located in the dynomic link library SHLWAP. dll What dose this
mean and how do i make the download work.

How would you like us to find out what version of Windows you have (with
the service pack number) and from which URL you are downloading the
installer for Internet Explorer 8?

And you receive this message while you are downloading ("when i download
IE8 i get this")?
