It turns out that you actually CAN do this with a registry change:

Go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl
Add the following key:
FEATURE_STF_Scale_Min
In that key, add the following DWORD value:
iexplore.exe
Set its value for 64 (hexadecimal) [the same as 100 decimal]

After adding this key, whenever I call Print Preview it now opens at 100%.
