Hi Richard,
Tools>Internet Options - General tab, Accessibility button, check "Ignore
font sizes specified on web pages".
Advanced tab, uncheck "Reset zoom level for new windows and tabs"
or
you can add a user Stylesheet that will over-ride all web page settings.
