Changing UI color in IE8

Is there any way to change the UI colors in IE8? Am I missing a setting
somewhere? Is there a registry hack that might enable changing colors? I'm
running IE8 (64 bit version) on a 64 bit Windows 7 Home Premium OS.

There has always been the Tools>Internet Option>Colors for the default or
whatever you want to change to. I assume this is still the same with Windows
7.
