IE8 Add-ons

I have a message "Internet Explorer [8] is currently running without
add-ons". When I click on "Click here to manage, disable or remove your
add-ons" I find they are all enabled. How do I get IE8 to run properly
please?

Robears Answer.

IE opens with Addons disabled. Known symptom of an incompatible version of
the Google Toolbar (v 5 or lower).
