That's normal unless you use the Accessibility dialog to force control
away from the web page's designer.

(in Options, Accessibility -- Alt-T,O,Alt-e,z)

Another option on IE8 is to use its Zoom feature. E.g. press Ctrl-+
a few times. Perhaps you accidentally hit Ctrl-- and made it even
smaller than normal? ; )
