IE8 is the baseline version in Windows 7. You cannot install an earlier
version than that.
If you want to run IE7, do it inside a prior version of Windows running
inside a virtual machine (e.g., VirtualPC, VMware Server, Virtualbox).
Or you could try the sandboxed emulation available from Xenobox (they
moved it to
http://spoon.net/browsers). This installs their local
sandboxing client on your host. That lets you run IE6, IE7, IE8, FF2,
FF3, FF3.5, Safari 3 & 4, Google Chrome, and Opera 9 & 10.
