Favorites wont Open In New Tab IE7

Hello, I cannot get favorites to open in a new tab,even though I think I have it set for all to open that way? Any idea's, Thsnks

Hi,
There isn't a setting which will make every Favorite open in a new tab. You
will have to open the new tab first.

Access the bookmark via Favorites Center and click on the blue arrow on the
right.

You have to use the Favorites Center for that.
E.g. Ctrl-i then right-click, Open in new tab
