IE8 & Weird New DOS Window

I noticed that whenever I open Internet Explorer 8 on my laptop the last 2-3
bootups... a small DOS-type window opens then closes for a brief second while
the browser window is opening. It's seems to say a bunch of stuff, but it
opens and closes so fast I can't read what's going on in it.

I ran my SuperAntiSpyware, Malwarebytes annd BitDefender Internet Security,
I did a system cleanup, and a registry cleanup... but nothing was found or
has gotten rid of it.

This strange new DOS window now continually just seems to open briefly
whenever I open IE8 or when I open another new instance of it.

So far I don't see any other weirdness happening happening on my machine to
thhink it's a virus, etc., and it's not really that intrusive...
but just what the heck is this?

And more importantly... how do I get rid of it?

BTW I'm running Windows Vista Home Premium on a new laptop

Further test by running in no-Addons mode.

If that works then remove any recently installed programs (sort your
Add/Remove Programs list).

Always quote your OS version and Service Pack level please as our answers
can vary for your versions.
