IE8 certificates

Two people in our office get on the same government website - on one they
get an error about the certificate being invalid, but not on the other.
I installed the certificate but this did not fix the error. Both XinXP,
both IE8.

What is the cause, and the solution?

Take the machine-in-question to http://windowsupdate.microsoft.com | Select
CUSTOM and scan | Install any Critical Security Updates offered (i.e.,
KB972260). If a Root Certificates update is listed in the Optional Updates
category, install it to take full advantage of IE's enhanced security.

Also make certain that the time, date, and timezone settings are all
correct.
