Turn Off IE8 Set Up pop-up

I have a couple of PCs on a secure network that have IE8 installed. When
ever I launch IE, I get a "set up windows internet explorer 8" pop-up. These
PCs will never see the internet. How do I make the pop-up stop?

Fastest way: Answer the questions and be done.
