This problem occurs if the Japanese Input Method Editor (IME)
is the default keyboard layout.

What version of the module being patched do you have?
Did you try the workaround the article mentions?
BTW if you really have XPsp3 the article has the explanation
for your message
This problem was corrected in Windows XP Service Pack 3.
