Hover not working in IE8 but ok IE7

I am working on a website with CSS and have a hover background color on a
navigation area. It works just fine in IE7, but not in IE8. It seems like IE8
is simply disregarding this beahvor. Has anyone experienced this? Is there
any other way besides using <!-- if IE8 -->
