dial up in I.E.8

I understand I.E.8 is optimized for broadband but I cannot afford broadband
and we do not have Version's kind either so, how do I get it to recognize my
slow old fashion dial up icon? I do what I used to do on the older IE
explorers but the selections will not hold. They go back to default.
