rel="shortcut icon" is the same as saying rel="shortcut" AND rel="icon" as
in media="screen print" or class="bold italic".
The MSDN sample shows the <lnk> tag appearing before the <title> tag. There
are strange differences between IE and other browsers.... it may be that you
just need to place all of your lnk tags AFTER the <title> block.
