IE8 won't launch

I am having trouble accessing the internet through IE8. The browser will
launch but display the "Cannot Display the Webpage" error. I have run all
the network diagnostics and they all work. I can access Yahoo Messenger but
anything that requires the browser fail to load. FYI this is a WinXP Home Ed
SP3. All settings in the browser are defaults. It will not connect to any
site including secure sites. Any suggestions.
