Do not want to sort Favorites alphabetically (want manual sort)

Hello,

I have a notebook running IE8. I can sort sites by dragging and dropping.
If I close IE and re-open this sort will remain. However, if I reboot I
loose the sort and it defaults to alphabetical (except for the first site
listed which starts with an "H").

How do I retain the manual sort?

Figure out what is changing the registry during a boot.
You could use ProcMon's Boot Logging option.
If this is a corporate scenario it could be an example
of a mandatory user profile...
