Internet Options - What does it affect?

With Windows XP Professional, if one opens the Internet Options located in
the Control Panel and adjusts the Proxy settings, what does this affect? Is
Internet Explorer only affected, or do any other programs that connect to the
internet use this setting by default?

If I change the proxy setting there, will a game automatically go over the
proxy to connect to the internet?

Internet Options -> Connections

The part you are asking about is under the "LAN Connections" settings.
That affects all your LAN connectoids shown under your Network applet in
Control Panel.
