Email shortcuts in Windows Live Mail will open IE-8 but not the WEB site URL

Email shortcuts in Windows Live Mail will open blank IE-8 window, but not
the WEB site URL, and second left click will then open a new tab and the WEB
site of interest. Another program, RoboForm, my password protection program
is working the same way. It is a minor annoying problem any clues how to fix
it. I would think it is some kind of registry problem.
