https but no http

I have an issue with Internet Explorer - Windows Vista. I suddenly can't
access any unsecured websites (sites that begin http) but can access
everything secured (https)

I've shut off any type of security, firewall, pop up blocker, you name it.
I've done a system restore...etc

Any ideas?

Check under your Advanced Security settings that you have "use HTTP 1.1"
enabled, whether you are using an http proxy or not.
