Greyed out Favourites

We have a user who's favourites have greyed out, no being able to select
them. This happened not long ago so we gave him a new profile but its
happening again.

He does not have access to the Advanced tab in Internet Options and pretty
limited to the changes he can make anyway.

There is also nothing under policies in the registry, that at least I can
see, which would affect it.

Any help is appreciated
