Under Vista you might have to do that as Administrator.
One way to do that would be to start cmd.exe as Administrator
and execute the command there. However, it seems a recent
security/obscurity change makes such syntax to be interpreted
as an invalid drive name. A workaround in that case would be
to execute instead:
explorer.exe shell:Favorites

Then check also that shell:Favorites would normally work if it was defined
properly by testing one of the other Shell Folders, such as shell:History.
If that works it would appear then that you didn't do that change correctly.
Is there still a Favorites value under User Shell Folders?
