Some tool bars for Acrobat Standard don't appear in IE7 or 8

We have about 1/2 of our users with Acrobat Standard that do have all
toolbars within Acrobat itself. However, when a pdf is opened from within IE,
two tool bars are not even available (grayed out). One of these is the
Comments toolbar, which is needed for the stamp tool. Has anyone else seen
something similar and can suggest something else for me to try?

Contact Abobe Support or don't open a PDF file in an IE window.
