IE 8 does not show links to other pages on site

IE8 on Vista or XP.

Sites developed with Windows Publisher 2003 - links not shown to other pages
in site - also fonts not operating properly.

Compatibility option turned on. See www.kparc.org works fine with both
Firefox, Chrome,, IE 7, but IE 8 does not. What changed?
