Links link on Taskbar in IE8

How do we get the links folder to show up on the taskbar (at bottom next to
the system tray) as it does in XP2/IE7.

Should work the same with IE8 as it does with IE7. Right-click the Taskbar>
Toolbars> Links.

Right-click Taskbar, Toolbars, Links.

What does this have to do with IE?
