Tiny Windows on Information Forms

I upgraded to the latest version of IE
and for some reason whenever I need to fill out forms
say for the DMV or Applications or even to place a Papa Johns order
the Windows I need to type the information into is
so small I can't see the type just dots and fix for this ?

Commonly attributed to using a non-standard Windows theme (although I've
read of some users have the problem with the Classic theme) or when
using 3rd party theming utilities, like WindowBlinds.
