Assuming that you *could* download with IE8 for a while...
1. Start Internet Explorer without add-ons from:
Right-click the IE icon on the desktop. Choose Start without add-ons.
or
Programs> Accessories> System tools> Internet Explorer (no add-ons)
If the problem goes away, you have an incompatible browser add-on installed.

passwords and you will have to reinstall or re-enable browser add-ons, work

3. If you're running a third-party firewall or security suite with a
firewall, turn on the Windows Firewall (Control Panel. Windows Firewall) and
disable the third-party program to see if the issue resolves.If third-party
firewall is causing the problem, uninstalling/reinstalling that program may
help.
