Is JRE from J2EE not usable to install a java browser plugin? Is separate JRE really necessary?

I installed J2EE v5upd7 which includes a JRE v1.6upd14

However the java browser plugins were NOT installed for Internet Explorer and Firefox.

Instead I had to download a JRE separately and install it.

Why is the JRE from the J2EE installation not usable for browser java plugins?

I can see two possible explanations:
1) it does not contain the necessary DLL's
2) the installation process does not copy the DLL's to correct
directories and/or does not set the proper registry entries
