internet explorer cannot load microsoft excel Spreadsheet 9.0

hi,

My Internet explorer cannot load microsoft excel Spreadsheet 9.0
which after installion of MSOWC should appear. i am currently using
vista enterprise. i try to reinstall the MSOWC but it dont work. i
have try to install in another computer with the same setting and is
it working. kindly advise on what can be done on my part.

sry i forget to mention, i am using IE7 and that the microsoft excel
Spreadsheet 9.0 should be appear in activex.
