I have a PC with this same issue, but when I press F11 it restores to a
smaller window with the tool bars in place which is great, but when I
click on the maximise box in the top right corner of the window, it goes
back to full screen mode with the auto-hiding toolbars.

How do I get out of this mode so I can have a window maximized and keep
my toolbars?

Are you sure? E.g. what do you see when you press Alt-Space?
If you don't see the Auto-hide menu item the window is not in Fullscreen mode.

Why not stay in that mode and keep your toolbars? Press Alt-Space,H

Otherwise you might get some repair effect by using the Taskbar's
Cascade windows command. Minimize all windows that you don't
want included in that procedure.
