This fixed the problem for me. This is the second time I have ran
into this problem (LOGIN Credentials not remembered even if you click
"Remember Usernane and Password" checkbox in pop-up window).
This happened to me on my LAPTOP with IE7 (Even got Microsoft involved
which was a waste of time and crippled my browser, so I restored an
archive with IE6 and then installed IE8 which worked).
I just updated my desktop to XP SPK-3 (The video card died in my
laptop and I am waiting for replacement video card, so I paying the
price not keeping desktop updated), then installed IE8. Apparently
the problem is caused by YAHOO TOOLBAR. Uninstall toolbar will not
resolve.

You will need .Net Framework 2.0 to run the program (he has a link to
Microsoft download, don't install if the program works because you may
already have .NET Framework 3.x installed).
Good luck, hope this is the same issue you are experiencing! Fixed my
issue (as well as many others on first website), and I didn't have to
restore from a backup and throw out all my work updating computer...
