Clicking in a vertical scrollbar can cause that symptom.
What are you trying to get properties for?
Instead of using the mouse perhaps you should try using the keyboard?
E.g. in order to see the properties page for about :Tabs
I just did: Ctrl-t, Shift-F6, Menu, r ; )
