Unable to connect to database server -drupal

I have been getting this error message since upgrading to internet explorer
8:

"Unable to connect to database server".

It seems to have to do with a program named "drupal".

I get this message when trying to connect to airamericaradio.com/clout.

The message continues:
"If you still have to install Drupal, proceed to the installation page. If
you have already finished installing Drupal, this either means that the
username and password information in your settings.php file is incorrect or
that we can't connect to the MySQL database server. This could mean your
hosting provider's database server is down. The MySQL error was: Too many
connections."

I have no idea what this is about.

Does it have to do with internet explorer - or maybe the airamerica server?

Not an IE problem. airamerica server

MySQL server is a opensource database server. I am surprised that a large
company would be using this.

The error message "Too many connections." refers to the number of web users
who are using the database at the same time as you. You should be able to
try again later and not get the message. Their developers will be aware that
this is happening and should correct it in due time.

Tools>Internet Options - Advanced tab, check "Show friendly HTTP errors"
will display the "Unable to display web page" error message instead.
Developers switch off this setting to debug their web sites.
