Having done the Repair Install without having first uninstalled IE7 (which,
chances are, you wouldn't have been able to do without first uninstalling
WinXP SP3) had left IE *and* Windows in a "confused state"...which is why
IE6 probably wasn't working and why you couldn't install IE7 directly. (I'd
very much doubt you're able to reach or use Windows Update and that the
computer is fully patched.)
Your only recourse now is to backup your personal data then do a format &
clean install of Windows. Please note that another Repair Install (AKA
in-place upgrade) will NOT fix this!
After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:

Thanks a million. To certainly, and also to Don Varnau. Mr. Aldwinckle is
one of the reasons Microsoft gets an undeserved bad reputation for service,
but the two of you are gold. You really are.
There was no way to avoid doing things the way I did. Installing SP3 had me
blue-screened even in Safe mode. I'd even upgraded my old computer to SP3
already with no problem.
I did all the due diligence I could, including a test install on a less
important machine. The key difference is that my new computer is RAID 0 and
my old computer has two SATA ports and is non-RAID.
Wiping out my data and applications with a clean reformat/reinstall was my
only other option for my new computer and that just didn't make sense if I
could avoid doing it.
The Repair Install worked fine except, according to your note, it didn't
uninstall IE7. The only discernible problems I have now are:
---This occasional intermittent hang while trying to save .mht files
---Having to use Low for my Privacy level on certain sites like this one,
StatCounter.com and Google Analytics because they claim my browser is
rejecting cookies when it's set to Medium.
I can live with that, I guess. It's better than reformatting my RAID 0
config. I was doubtful anything could be done about the hangs but it was
worth asking!

.....and I am perfectly able to do Windows Updates. I do them regularly. I
installed all of the most recent patches except the .Net upgrade IE8, both of
which I voluntarily decided not to install. But the rest of the patches
installed just fine.
So this is a minor but annoying problem, but not nearly as annoying as
reinstalling my entire computer again!!!

I wouldn't trust the computer myself, Robert, without doing a "wipe and
reload." KB917964 really doesn't get into the nitty-gritty of the
consequences of what you did, except for this somewhat mild statement in the
Introduction:

any later version of Internet Explorer. If you do not uninstall the later
version of Internet Explorer in this situation, Internet Explorer will no
longer work after the repair installation of Windows XP is completed.
Specifically, the repair installation does not restore earlier versions of
the files in the Program Files\Internet Explorer folder. Therefore, the
later version files for Internet Explorer will be incompatible with the
Internet Explorer 6 files that are installed in the Windows\System32 folder
when you repair the Windows XP installation.

And truth be told, the More Information section contains some "fuzzy logic"
IMHO. That being said, you shouldn't ignore its suggestions.

I understand and will read up on that note. My computer's been working for
about a year or more after that incident, seems to take all the updates ok,
installs and runs new programs and plug-ins ok, plus I have my data and apps
backed up on my old computer and I'll be buying a new computer in a couple of
mos hopefully.
Honestly this and the cookie thing are the only problems I've had since
then. A wipe and reinstall of everything would take almost a whole weekend,
easily, plus untold time getting my environment back to normal again. Took an
entire Saturday just to do a repair install. Then days or more of tuning and
environment reconstituting.
So I'll see if those notes can give me some non-wipe advice but I think I'm
ok overall - I hope!

If you'd sought assistance with the SP3/BSOD problem (either in Windows
Update or WinXP General newsgroup or via the no-charge support MS was
offering until late May-09), you probably could have avoid all this:
Error message after you upgrade a computer that uses a processor other than
an Intel processor to Windows XP Service Pack 2 or to Windows XP Service
Pack 3: "STOP: 0x0000007E": http://support.microsoft.com/kb/953356
NB: If WinXP SP3's not installed by July 2010, your WinXP SP2 computer will
not receive any further critical security updates nor will you be able to
update via Automatic Updates or Windows Update website.
QED: Will SP3 install now after having done the ill-advised Repair Install?

1) I didn't know about any kind of no-charge support given that Windows
Update was not thoughtful enough to tell me that was available. It just
listed SP3 again and again on the Critical Upgrades list.
So if it was ill-advised to listen to the Critical Updates continual
automatic pleas to upgrade to SP3 then please blame Microsoft, not me.
2) I waited a good while before installing SP3 because of the rash of
blue-screen problems reported earlier, until people said those issues were
fixed.
3) SP3 installed just fine on another computer already that it's still
running on -- so there was no reason to think it wouldn't do so successfully
again.
4) Once SP3 blue-screened it was too late
5) I have an Intel Quad-core so that non-Intel note doesn't apply to me

Have you tried Alt+Tab to see if it would take you to the lost dialog
box?
Hi,
Just for info I have the same problem, also had it with IE6. Never could
figure how to fix it. The only difference is I do not get any msg from Task
Manger when I close IE7 in Task Manager.
