IE8 then returned to IE7

I installed IE8, but wow did it slow down my system, deleted the 8 and
returned to IE&. Now my problem is when I want to open a web page I get this:
http://runonce.msn.com/runonce3.aspx of which I don't want or need...I have
chosen to open a blank page then continue with what I want to do.
But when the above page opens and I check the appropriate areas, then click
on the 'Save your Settings', I get the following: Settings were not able to
be saved successfully. Can somebody tell me how to get around this
troublesome problem. I am really fustrated with this damn Microsoft
thing.....
