File download prompt when using Favoirte Bar

I am noticing that I am beign prompted to download the shortcut file when
clicking on any item in the Favorite Bar toolbar. IE 8 on Vista 64

Steps
1) With IE 8 open, right click on the menu bar and make sure Favorite Bar is
selected.
2) Create a link on the Favorite Bar if none exists. For example, a link to
flickr.com.
3) Open a new tab. While the tab is opening, click on any icon in the
Favorite Bar toolbar.

If the issue occurs with your system as it does with mine, you will be
prompted to download a flickr.url file from
C:\Users\[USERNAME]\Favorites\Links folder.

The workaround is to wait for the tab to open completely. However I don't
understand the reason IE would think I need to download the file? It's
somewhat annoying when it happens.

Any suggestions? Is this a known issue in IE8?

I see this problem sometimes as well. I do not know of a workaround - a
faster computer, maybe, since it only happens to me on my oldest machine.
