IE7 - Track sites visited
Whilst "browser history" allows a person to track what sites have been
visited, it is simple to delete. Are there others means of tracking which
websites, particularly children with good IT skills, have been visited -
where the detail is not so simple to remove??

Or does one have to use a tool such as NIS, with parental options set

You want parental control software. Not necessarily NIS, but standalone
parental control software. NetNanny is widely respected.
