Internet Explorer 8.........problems opening websites

Help!! Recently the PC has been 'stalling' when calling up websites. Any
and all websites. It's fine for a while then it just hangs there, maybe
getting up to 3 or 4 green 'chocolate bars' at the bottom. I recently
installed ActiveSpeed which supposedly configures to internet connection to
optimum and I thought that was the cause. I have since uninstalled it but
the problem is still occurring. The only way to clear it is to restart the
computer which is a real pain! Any ideas out there?
