http//0.0.0.0 page freezes no other error messages.

I don't think that either of those create a pseudo proxy server, but I'm not
sure since I don't use either. You can try running in no add-ons mode, to
see if the problem continues

Why not give the URL from the Address bar when you see this?

The most likely explanation is an override via HOSTS.
