Stop using the titlebar "X" button. That closes the entire web browser,
not just the tabs within.
If you want to close a particular tab, use the "X" button in *that* tab.
If you want to close all tabs other than the current one, right-click
and choose Close Other Tabs (or Ctrl+Alt+F4).
If you close the web browser then obviously that tabs within will
disappear. The Close All Tabs dialog appears when you decided to exit
IE7 while more than one tab was open.
