IE7 - Pressing on links and downloading content

When ever i press on some link that is attached to some file for download the
i get the popup that asks if i want to open the file or save it.
After i select one of the options the browser restarts it self...
What is the problem?

Does this happen if you run IE in no add-ons mode?
Start, Programs, Accessories, System Tools, Internet Explorer (no
add-ons)
cmd prompt or run - "%ProgramFiles%\Internet
Explorer\iexplore.exe" -extoff
