Files will NOT download using IE8

When I click a link to download a file using IE8 or in an email, a new window
appears, but the file does not download and the new window freezes. The only
way to get rid of the new window is either Log Off or Restart the computer.
I am completely confused on why no files will download anymore. I had no
problems when I used IE7.
