No. If HKCU...Clients\Mail\(default) is missing, re-selecting the E-mail
from the dropdown box creates the missing entry in HKCU.

That first paragraph was the premise. I proved it wrong and showed
which settings affected which HKCU or HKLM entries. You have to start
with some premise and then test it to see if it was wrong, right, or
inaccurate.

- Internet Options -> Programs -> Email
Changes the HKLM mail keys.

- E-mail client's "make me default" option
Changes the HKLM mail keys.

- Start Menu e-mail client
Changes the HKCU mail keys.

HKCU settings override HKLM settings. That's why the first two methods
didn't work but the 3rd did.

At this point, it is unknown what might've been specified in the HKCU
mail keys. The only thing known now is that whatever was there got
stepped on with values for OE. If the HKCU mail key were missing then
it could not override the matching HKLM mail keys - unless those keys
have defaults when they are missing (I've seen apps do that but not
Windows on behalf of the apps).
