replace the ieframe.dll/syntax.htm page

Hello,

On our local network, I would like to replace the ieframe.dll/syntax.htm
page. I would like to add my own little html instructions so that the users
can first debug the issue on their end (checking cable etc..) before calling
our support.

Is there a way to replace the syntax.htm file?
