IE 8 and missing web content with web site made with publisher

Hi,
Internet Explorer 8 and missing web content with publisher web site. It
doesn't view navigation toolbar.
navigation toolbar is invisible.
for example go to www.wishka.net
see you right toolbar is invisible.
