Unable to use this Discussion Board on another PC

For some strange reason, another PC also running IE7, but with XP
Professional, refuses to launch a New Question screen in this Discussion
Board. I tried holding down the Ctrl key, but that didn't work.

Don't use "another PC".

I don't use the webnews interface that Microsoft uses to usurp Usenet to
pretend they have forums. The following are just guesses.

Is [Java]script enabled in the Internet security zone for that other web
browser?

Yet purged the temporary files and cookie cache for the other web
browser?

Is the popup blocker enabled in that other web browser? Did you add the
domain to the exclusion list for the popup blocker? Tried temporarily
disabling the popup blocker?

What anti-virus, anti-malware, or other security programs are installed
on that other host? Tried disabling them temporarily and retesting?
Tried rebooting into Windows' Safe Mode (with networking) and retest?

This is not a Discussion Board, it is a newsgroup: use a real news
reader, not a browser.
