Issues, errors and more with IE7

Hi all, I'm having major issues with IE7. Everything was working lovely until
a week ago...thought it would go away but still here. Running Windows Vista
32 bit on a dial-up.(no adsl here). First the connection speed reduced from
56kbps to as low as 12kbps. Error message 'internet explorer cannot display
the webpage', sometimes thyis message would come up only part of the page.
Lots of red crosses on some websites. If opening up more than one tab, would
get the same message as above and then i have to shut down and start over.
Further more, error message as follows:
line: 50
char: 49
error: '$$E' is undefined
code: 0
and a few more of these as well.
I have started in safe mode but can't even connect! error message saying i
am not totally protected when i am.
Also noticed an error message on left at bottom of page -
res:///eframe.dll/dnserror.htm
Have mcafee security suite which turns off it's firewall and malware which
has to be has to be turned on at start up or resart (not all the time but
most).
Any help is much appreciated or if someone could point me towards the light
at the end of the tunnel1 many many thanks

Have you contacted your ISP(Internet Serivce Provider) and asked them why
you are only getting a 12kbps connection speed. Maybe you've got too much
noise in your telephone line.

Run a /thorough/ check for hijackware, including posting the requested logs
in an appropriate forum.

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
