Cannot change my IE7 Home Page

When I load IE7, I get the http://runonce.msn.com/runonce3.aspx which is
basically asking me to update my default search provider. When I choose "Keep
my current default search provider" and click on "Save your Settings" I get
an error saying "Settings were not able to be saved successfully.". How do I
fix this problem.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you installed IE7?
